A Veteran does not need a service-connected disability to qualify. Eligibility is primarily based on:
- enrollment in VA Healthcare
- medical necessity
- functional limitations
- clinical assessment
Service-connected disability may affect copays or priority, but is not required for the program.

The number of hours is determined by the VA based on the Veteran's assessment. The VA may authorize a wide range of hours depending on need, and those hours can be adjusted over time as the Veteran's conditions change.
The typical process is:
- Enroll in the VA Healthcare (if not already enrolled)
- Meet with their VA primary care provider
- The provider or VA social worker assess the Veteran's needs
- If appropriate, the VA enters a Homemaker/Home Health Aide referral.
- The referral is sent to us at Admirable Home Care per your request
- Care begins after complete authorization
